The Challenge: Delivering Equitable Digital Access at Massive Scale

Hillsborough County School District, one of the nation’s largest public school systems, faced the monumental task of delivering consistent, equitable, and secure access to digital learning resources for a diverse population of students and faculty across more than 400 schools. Their existing IT environment was a complex patchwork of physical desktops, disparate management tools, and legacy access methods, which created significant challenges in terms of management overhead, security, and providing a uniform educational experience.

The district required a comprehensive transformation to a unified platform that could support tens of thousands of users, deliver specialized lab and testing environments on demand, simplify IT administration, and achieve all this within the strict budgetary constraints of public education.

The Solution: A Landmark Implementation of the VMware Digital Workspace

Our team of senior engineers, acting as a strategic VMware PSO Partner, designed and implemented a holistic digital workspace solution, leveraging the full power of VMware Horizon and Workspace ONE to create a state-of-the-art educational technology platform.

The execution was a masterclass in large-scale EUC deployment:

1. Scalable VDI Foundation: We designed and deployed a robust vSphere 6.7 and Horizon 7.9 infrastructure architected to support over 8,000 concurrent VDI desktops. The environment was built for high availability, utilizing F5 load balancers to ensure uptime for critical testing and classroom activities. This powerful VDI farm successfully met the demanding lab and testing requirements for thousands of students simultaneously.
2. Unified Identity and Access Management: At the core of the solution, we deployed a 50,000-seat Workspace ONE UEM and Identity Manager (now Workspace ONE Access) platform. This replaced multiple legacy portals with a single, unified application catalog for all students and faculty. We engineered a sophisticated SAML authentication solution with ADFS integration, enabling seamless and secure access for users across multiple domain forests without requiring complex trust relationships.
3. Modern, Secure Remote Access: We implemented Unified Access Gateways (UAGs) to provide secure access to the digital workspace. This modern approach completely eliminated the need for the district’s existing VPN solution, resulting in significant direct cost savings and a vastly improved security posture. We further enhanced security by implementing Two-Factor Authentication, safeguarding student and faculty data from any access point.
4. Streamlined Application and User Management: To simplify desktop image management and personalize the user experience, we integrated App Volumes for on-demand application delivery and Dynamic Environment Manager (DEM) for granular policy and profile control. This allowed IT to manage a small set of golden images while delivering a diverse portfolio of applications, including both Windows 10 and Linux desktops.
5. Comprehensive Knowledge Transfer and Operational Readiness: Beyond implementation, we delivered detailed physical design documentation and operational run books. We conducted in-depth training and knowledge transfer sessions to empower the district’s IT staff, ensuring they were fully equipped to manage, troubleshoot, and scale their new environment with confidence.

By leveraging Workspace ONE UEM for iOS device management, the district was able to retire 4,000 JAMF licenses. Further savings were realized by eliminating the costs associated with their legacy VPN solution.
